Yes - If English is not your native language you
have to pass English qualifications to become a nurse in Canada.
Some provinces use IELTS but others use CELBAN or the Canadian English Language Benchmark for Nurses.
If you wanted to work in Quebec you would have to meet French language proficiency.

When you make your application for the CRNE you will be asked to submit your documentation for English proficiency.
In some provinces they will not accept your application unless you have the English requirements to work in nursing.
