Yes, you have to make application by August. It takes two weeks to be accepted.

No, it won`t reach Cancun. Perhaps with a large hurricane some could wash up on the north beach of Cancun, but not on the east or south mayan riviera beaches.

No, the Dominican is far too far east and south for the oil spill to hit it. Before the oil hits the Dominican, Cuba would be ruined by it.
